Cuckoo wasp?

Size: 6 - 9 mm
Wasp clinging to top of dried flower stalk, curled in a ball. Wondering what species it is. There is a cocoon-like papery object on the same stalk, and it seems to be attached to the wasp by a filament. At first I thought it unrelated - or an accidental connection to a spiderweb - but now I wonder if the wasp emerged from this. Or laid it. Or is feeding off it?
