Ectemnius is correct.

Yes, I think so.
Can't rely much on color pattern with these, but at least it is in the subfamily Crabroninae. Could also be a species of Lestica, or something else closely related. Really have to have the specimen in hand to be certain of anything beyond subfamily in most cases.
