Female - Tachytes crassus
Yes, you are correct and she is feeding on the same plant as the all of the others,
Swamp Milkweed
,
Asclepias incarnata
. This wasp has 10 flagellomeres, 6 abdominal segments and 3 pale stripes (for females of this species) = ♀
