Cimbicid Sawfly (Cimbicidae)
Seemingly Trichiosoma sp.

It's a bee, and the most obvious tell is it has four wings, instead of the two of a fly. The clubbed, longer antennae are good indicators too, though Eric and others have pointed out that some flies do have long antennae, so thats not always sure-fire. Maybe John will be able to give you an ID on this
