Looks like a Flame Skimmer, but was taken in New York.

possibly Needham's
According to the NY state dragonfly survey it has been found in Nassau county whereas Golden-winged has not. However, the picture really isn't good enough to see the small difference in wing vein colour pattern to for me to be sure. Someone else might be more confident.
