At first I thought this might be a Water Beetle species, but, I'm wondering if it might not be in the Ground Beetle family, after all.

water beetle is correct
note the maxillary palpi being longer than the antennae - an exclusive character of water scavengers and their close relatives. This one is a Hydrophilid.
