Argiope
either Silver or Florida

is there a way to tell?
...

I'd Say Florida
I would say Florida (Argiope florida) due to the markings on the abdomen. They form two dark parallel lines marked with yellow in this species. Silver Garden Spiders (A. argentata) usually have spots. Also, the abdomen of A. florida is longer and thinner, and the femora of the legs are orange. (Sourced from Bradley's Common Spiders of North America.)
