Size: very small
Sorry for the poor photo quality. There were two of these guys flying around while we were landscaping. They are very small, smaller than a pencil eraser and looked like a little fluff ball. It is sitting on a blade of grass.

I'm no expert...
but it looks like you have some kind of woolly aphid:

The "fluff" is made up of filaments of wax.

Their appearance always strikes me as an odd combination of an insect with an angel in a ballerina outfit...
