Galls on poison ivy
Is this poison ivy? If so it could be galls from Poison Ivy Leaf Gall Mite,
Aculops toxicophagus
. If it is one of the eriophyid mites, there's a great image of another species (in another genus) at

Toxicodendron IDs
While California has only one species (Poison Oak,
Toxicodendron diversifolia
), there's more than one in the eastern US. If the eastern species are anything like our species, you can expect quite a bit of diversity in leaf shape and color, even habit.
To me, everything about the plant- especially the contrasting red and green pigmentation- strongly suggests something closely related to Poison Oak or Poison Ivy.

Hmm...
Can you offer an alternate plant ID--or do you have other shots of the plant? There is a mite gall on poison ivy that looks just like this; I photographed it in Tennessee last month. Even if it's not poison ivy, I'm confident these are mite galls, not aphid.

All three shots I have are essentially the same. As I said, it's been a while since I was there. Could be poison ivy. I'm just surprised I wouldn't have noted that when I first posted. In general, I'm not great with plants but this one I do know in the field. :-)
