Some kind of spider wasp?

Some kind of spider wasp?
In my garden between Mt. Shasta and Yreka, Siskiyou County, California, USA

Last year before blooming, the patch of 5-6 foot tall helianthus growing in my garden were covered with many different kinds of wasps in the first part of July. This year the large variety of wasps covering the leaves are a month later. Among the visitors was this blue-black wasp with orange wings. I only saw one. It was larger than the other visiting wasps and flew and flicked its wings often as I have seen spider wasps do.
