Bee - Melissodes bimaculata - male

Bee - Melissodes bimaculata - Male
Adams County, Pennsylvania, USA
July 14, 2007
Size: very small
When I first saw this tiny bee, I thought it was carrying pollen on it's legs but later saw that the legs were covered with white hair. Could this bee be in the genus Melissodes? Perhaps M. rustica?

Thanks
