I couldn't find anything like this on the guide. I looked throught the Peterson Field guide and it looks like the Selonodon genus of Cebrionid Beetles.

Selonodon bicolor
This is most-certainly S. bicolor. Really need to key it out, but Selonodon spp. can often be identified based on locality and temporal data. Galley's 1999 revision records this species from Cumberland Co. in July.

Looks right
The Cebrionid beetles are now considered a subfamily of the Elateridae.
