Size: about 2 1/2 cm long
All photos are of the same individual which was exclusively visiting Eriogonum umbellatum. I have never before nocticed this particular wasp in our yard.

Steve is correct. Your wasp looks like a female Tachytes distinctus. The image that he linked is also a female and probably the same species. (3 pale abdominal stripes on the females) 6 abdominal segments = ♀

looks like it might be Tachytes but wait for an expert
