Chris, now I'm thinking this is something else. It doesn't quite match up with either of the 2 mentioned species.

 
Just notice another lookalike
might be Dioryctria delectella but the data doesn't show it in your area.

It does look similar to this one. But that's a western species, so I won't move it there.

 
Kind of looks like
Dioryctria okanaganella as well except the black blotches towards the head aren't so pronounced. Been frustrated with these guys too!!

What about
Dioryctria zimmermani?
