This is the second time seeing this wasp in this dry patch of dirt. The first time was a week ago. I'll frass the images after comments.

A female gathering mud for nest construction. The species is likely collinum (note red band at base of tergum 2).

Thank you. I initially thought it might be a Iso*dontia sp when photographing but realized it wasn't after downloading to computer.
