These tiny whitish flies were infesting the flower heads of fennel in the garden. They flew out en masse when the plants were disturbed.

Near water?
Was this near the ocean (sound)? Reminds me of Canacidae. But there are similar flies in other families (Ephydridae, Milichiidae).
