Schinia sp.
This is a species of Schinia, particularly of the
Schinia tertia
complex. There are several incredibly similar species of this group. Rabbitbrush is exactly what one would expect to find it on, and based on descriptions, comparison photos and your locale, I would say this is probably
Schinia albafascia
, # 11181.
S. ferrisi
is very similar, but is only known in SE Arizona and SW New Mexico, whilst
S. albafascia
has actually been collected in Kern Co. You can see comparisons of several close species on
this MPG plate
