Another one of those Syrphid flies that we can't identify down to genus and species. On goldenrod.

My guess would be as species of Syrphus because of the dullish mesonotum and the shape of the abdominal bands.

Syrphus, seconded.
("Shape of abdominal bands" could be another way of describing lack of margin on abdomen. Of course, it could also refer to width, ends, straightness, or all of the above.)
