Swamp Darner
This is a Swamp Darner (Epiaeschna heros), but I can't make out if it's male or female.

It was going around the area "tapping" the ground/mud with it's tail-if that helps.

That helps a lot! :-) It was probably a female ovipositing, or at least going through the motions of ovipositing.
