Size: very tiny
Many tiny yellow dots were on the butterfly weed. Are they some kind of insect eggs?

These are aphids
and the yellow aphid species found on butterfly weed and other milkweeds is known to be Aphis nerii. See guide page. Although they are egg-shaped, if you look closely you can see their little black legs, antennae etc.
