It must be a young one. It doesn't have the waxy hairs yet.

 
wax production
I have no idea how long it takes a nymph to produce a waxy coat. I presume it is shed along with the cuticle at each instar molt, and gradually accumulates, which would account for the very diffent lengths of waxy filaments from photo to photo.
