Male - Thread-waisted Wasp
This looks like a male Ammophila procera. If you check the antennae, the left side flagellum has 11 flagellomeres and the right side is cut-short, at around F10. Also, the last two abdominal segments are dark and seem to blend together. (...no tarsal rake spines on fore-legs)
