Litaneutria minor
This is an immature female. After her next molt she will be an adult, with a stubby pair of wings like this one.

... shape of head capsule, frons, labrum, compound eyes, and vertex suggest L. obscura, i.e. head capsule in L. minor is more elongated, frons wider, labrum with wider base, dorsal surface of compound eyes acutely angulate, and vertex level.
