an active wasp, flushed while photographing a Dragonfly, allowing only one shot.
Looks like the Spider Wasp I submitted earlier but larger

Sphecidae.
This is either Chalybion or Chlorion, probably impossible to determine from this image alone. Brightness of metallic blue, and the apparent positioning of the antennae low on the face suggests Chlorion, but it has never been recorded from there (only The Dalles and somewhere near the Idaho border). That would leave Chalybion, a far more common insect.
