from Downie and Arnett, given your location and on willow, C. knabi appears correct.

Rob, you would know better than I. Downie and Arnett list both C. interrupta and C. knabi. They have similar elytra markings, but split in the key with C. interrupta stated as on Alnus (Alder), which is unusual here in the east except for one native and one introduced species, and the beetle's distribution includes southeastern PA, but is more of a southern species. And C. knabi stated as on Salix (willow), with a widespread (beetle) distribution. So that's how I got C. knabi - strictly based on D&A's key and the stated plant this one was found on. But corrections welcome :)
