what kind leaf hopper? - Philaenus spumarius

I looked at a lot of Bug Guide's leafhopper photos and couldn't find any with with such obvious appendages at the rear ... and I don't know enough to tell whether this is a male or female. The leafhopper was found along a sunny edge of dense coastal forest, near sea level.

The "paddle" at the end reminds me of the device some hoppers use to flick away honeydew - "Life in the Undergrowth" had a great closeup of them doing so.
