Some sort of Bee Fly I think. I thought maybe Villa, but it doesn't have clear wings... Any ideas?

in this case (three submarginals); I think this is Exoprosopa fasciata.

Bee fly it is
Genus Villa do all seem to have clear wings, but go back a step to tribe Villini, and there are wings like your specimen's.
