Hydropsychidae
This is one of the Smicridea species. They are great flyers so not surprising to find them far from water. Around flowing water they can be incredibly abundant.

I believe this is a caddisfly.

 
I photographed this insect in
I photographed this insect in a predominately dry, nearly 30,000 acre desert park. There is a small, man-made pond within the park but I never expected to find a caddisfly.

I will pay diligence in the future and attempt to gather a more discriminative photo.
