Male Sirex areolatus?
This seems to fit best with Sirex areolatus. It is the only species that has all black/dark legs like the one in the photos appears to have. The other Sirex species have have the fore and mid tibia and tarsi at least partially pale. It has also been recorded from southern Vancouver Island.
