Acraspis erinacei?
They look slightly better-formed and with shorter, redder hairs than the ones from Andricus quercuslanigera, which is the "wooly oak gall" wasp we have down here in Texas.

A little Googling gives me, maybe, Acraspis erinacei, the "hedgehog gall", if the tree was a species of white oak. Does that look right to you? I just got into oak galls, somewhat accidentally, a couple of months ago, so I'm developing an eye for them but shouldn't be counted as an expert.

The photos of A. erinacei galls on BugGuide seem to show either slightly younger fresher examples, or older harder ones; but this is the page that convinced me the most, by matching the lumpy, cellular look of the underlying surface: https://matthewwills.com/tag/galls/page/2/
