Beetle larva prob
I would expect it to be a beetle larva, not sure further though; otherwise a scale insect, as previously suggested.
Definitely not a maggot nor a caterpillar.

I thought of a fly larva too. But those long thin legs don't belong to a fly larva. They should help with ID.
