Size: 5mm
I have no clue...perhaps a stile*tto fly?
Found sunning itself with others on leaves of Himalayan Blackberry, Rubus armeniacum.

A Tachinid Fly
As evidenced by wing veination, despite a conical abdomen somewhat reminding of Stiletto Flies.
