Size: 23mm approx...
I found these all over the park I was at, but this one was very tolerant of me and my camera.
Nectaring at Tansy-leaved Ragwort, Senecio jacobaea.
The abdomen has markings like what are in the subspecies Bembix americana comata, here in the Guide. If I'm wrong, please let me know and I'll move.

You are correct!
I don't think the plant is tansy, though. Seriously. Tansy ragwort has button-like flowers, lacking the petal-like sepals.

Common Tansy, Tanacetum vulgare has button like disk flowers. Tansy Ragwort or Stinking Willie according to the PLANTS database (U.S.D.A. plant database), Senecio jacobaea, has petals and disk flowers.
