Size: 10-12 mm
Looks similar to Vincent's photo from Maine. Is this Rhagio? I've been trying to check the Cedar Creek site - it's been down for two days.

There is absolutely nothing wrong with you identification of this specimen as Rhagio. I have no available literature to give you a species name, though.
