Nice pic - Phanocelia canadensis. I am not aware of any published records for Phanocelia from Maine so looks you may have a new state record (but not unexpected) for a caddisfly. It would be good to have a specimen in hand to be sure but this critter is pretty distinct. Length (head to wingtip) would also help to verify the determination.
