Thick-headed Fly - Physoconops

Size: 1/2"
I thought this fly might be in the Picture-winged family but I did not find it there. I am not even sure it is a fly. Can someone point me to the proper family? Very beautiful creature but I have never seen one before. How about a wasp? Thread-waisted maybe?
