Yellow-Green Beetle - Chrysomela scripta

Please help with ID.
This pic shows the beetle either emerging from this "casing" or it's eating it. I think it is emerging from it. I touched it and it fell to the deck, which you see in the second pic. The third pic is of a couple of these "cases.
