Cimbicid Sawfly
This is a sawfly in the family Cimbicidae, probably the genus Cimbex. Larvae feed on foliage of certain broadleaved trees.

 
Cimbex americana?
Could this be Cimbex americana, the Elm Sawfly? This species is listed here as one of two species occurring in Quebec. The photo looks pretty similar too, but I don't know how different the colouration of Cimbex species is.
