Cixiidae
This looks a bit like Cixius apicatus (from Mexico) but the photo has too low a resolution to be sure of even the genus. Can you provide us with a better scan?

and we cropped both of them for better viewing.

We would guess the same answer as the one
to Lew's image which follows yours. Probably one of the Fulgorid planthoppers in the Cixiidae, see here. Dr Hamilton will certainly tell you which one.
