new species?

I found a wiered bug at spring mill national park and none of the DNR people or the naturalist could identify it. The bug is about 1/2 an inch long and it builds it's own shell. The creature picks up moss,seedpods, leaves, or almost anything that is laying around. the shape and size of this species shell varies depending on what it picks up and how much it gathers. The creature picks up moss with its pinchers, arches its neck and places it on its back. it uses web to stick them down. can someone tell me what it is?

Some of the lacewing larvae do this
but we don't think they get to be 1/2 inch. Maybe look at the images here and describe how your insect differs from these, and then maybe someone will have a better idea.
