Closest I can find is Parectopa basquella
Originial description here, but there are significant differences. I am still not even convinced it's a gracillariid. Really just spitballing here.

Was it seemed to be associated with any plant there?
Are there both native and non-native plants at the center? Is it possible this moth could have been brought in on an imported plant?

The moth was seen off-plant at the Lady Bird Johnson Wildflower Center where the plants should be native to Texas. Unfortunately, I didn't get other shots.
