I got one shot of this mystery wasp (here on our Hastas) before it flew off.

Orussus terminalis
I just showed this picture to Lars Vilhelmsen (a symphytan and orussid systematist and morphologist, as well as a very highly respected hymenopteran morphologist in general), who confidently identified this specimen as Orussus terminalis. Another North American species looks similar, but the entire metasoma is red, whereas only the last three metasomal segments are red in O. terminalis.

This is actually a species of Orussus, family Orussidae. As larvae, they are apparently parasitic (or predatory) on woodboring beetle larvae. Neat wasp, not often seen.

Orussidae
Orussidae is a family of sawflies, so I went ahead and moved your pages under Suborder Symphyta.
