. Looks like P. exclamans to me. The propodeum doesn't look quite as slender as it should be though, so this may be P. dorsalis.

the colors seem to be different
Hmm. the bands in my image seem different from these suggestions - and the tip end of the abdomen was yellow not brown... Are these guys very variable??

Polistes exclamans, female
This is exclamans without any doubt. Note the two pairs of completely separate yellow stripes on the propodeum (never found like this in dorsalis). Also the yellow spots on the vertex (top of the head), never present in dorsalis.
