Found on Burdock...could this be a gravid female Toxomerus geminatus?

T. geminatus comfirmed.
I'm uncertain as to gender, though the T. geminatus we have posted which share that abdomen shape have been deemed female. On the other hand, the eyes appear to be touching on the top, which indicates male. (I searched for a mating pair in our files, but we apparently don't one correctly attributed to this species.)

Thanks Ron
I thought that at first also, so I guess it will remain 'sexless'. :)

Female
This is a female--all the females we have show the plump abdomen with protruding ovipositor. (We have a couple of photos of mated pairs here and there, see also my photo on Flickr). The eyes touch just a little more in the male--it is not as noticeable as in some other flies.

Thanks, Patrick, here & elsewhere
Their eyes did have me confused. Now you've opened mine.
