Moved from leaf mines. The lepidopteran mines on locust leaves would only have one larva per mine, and their legs wouldn't be so well developed. Odontota dorsalis lays eggs on leaf undersides in masses of 3-5, and a brown spot appears on the upper leaf surface above the egg mass--you can see the spot in these images. The larvae enter the leaf through one hole and together form a single blotch mine.

This looks a lot like one I submitted a few weeks ago
Mine was on a Gambrel's oak, but the mining looked the same.

Thanks! I thought they might be leaf miners. There are alot of differ plants with different types of the same things. I think I'll go see what others I can get photos of-assuming the host plant makes a difference?
