This large fly appears to be some form of sawfly, but I wouldn't swear by it. It was attracted to a field of blooming flowers on the barren plains of Eastern Colorado, along with every other insect for miles.

Nemomydas venosus
This is a great image of a female Nemomydas venosus. Boris Kondratieff, who revised this genus in two papers in 1990 and 1994, identified it in an e-mail correspondence.

I think it actually
might be a type of mydas fly but wait for confirmation or correction.

It IS a mydas fly, but not one I am familiar with. Great image, too.
