Size: about 15mm
Saw this wasp on a succulent in our garden, oak/chaparral habitat. Has distinctive petiolate abdomen like species of Eumenes.

Dr. Ascher is correct
When I was photographing this wasp, I saw only one wasp at a time on this plant, but obviously, there were two different individuals of different species coming and going during the 11 minutes that I was photographing wasps on this plant. I've added two more views of this individual here and a dorsal view of the Eumenes to the other two images. Thank you Dr. Ascher.
