I always have trouble distinguishing between plant/tree hoppers. Found this one on a window presumably attracted to light.

Texananus subgenus Iowanus
A leafhopper, due to its long, spiny hind legs; probably T. majestus or T. longipennis.

Andy, there seems to be a lack information/photos on the web for T. longipennis. Distribution data suggests that for Delaware probability of T. majestus is greater. I like your first choice - it looks identical to Texananus majestus which you identified here. Thanks for sharing your expertise, Ted
