Numerous on young pre-blooming Cosmos bipinnatus in June. Haven't been able to find any nymphs. See http://www.cedarcreek.umn.edu/insects/029061n.html for similar.

I would rather think it is Trupanea vivina fro the wing patterns. This genus is extremly difficult to ID, even if you have them in front of you...

Trupanea looks good.
I'd say wing pattern on yours differs from the T. actionbola at Cedar Creek. Yours is more like this post, which isn't IDed past genus:

You have a nice, clear photo. Perhaps an expert can take it to species.
