This bug, and several others like him, were parked all day on a milkweed plant. What was it doing?

Maybe probing.
This is in the genus Cinara, which are tree feeders. Specifically Pine and Cypress. They definitely don't feed on Milkweed, but if a hostplant was nearby several could have just landed on the Milkweed and started probing. Checking if it is a hostplant they prefer or not. Also at this time of year they're likely all females reproducing asexually. Males are rare and only produced when they need fertilized eggs for overwintering.
